Got-Cha Surveillance is a division of Pennsylvania Adjusters Inc., a
Pennsylvania Corporation incorporated twenty-five years ago with Wilfrid E.
Toole serving as president and founder.
Mr. Toole entered the military in August of 1961 and spent four
years on active duty. As a member of
the military police, he worked undercover with the Coast Guard Intelligence,
infiltrated a ring that was dealing in stolen military identification cards
and was responsible for the breakup, arrest and conviction of the group.
Mr. Toole spent 12 years in the finance business managing several offices and
training skip tracers. He left the finance industry to work as general
manager of a large detective agency where he managed the day to day affairs
of the agency and was involved in approximately 75% of all private
investigations.
During this period, Mr. Toole founded and incorporated Pennsylvania Adjusters
and operated as a Pennsylvania State licensed repossession agency. During
late 1999, he was urged by friends to convert the repossession agency to a
detective agency and did so a few months later. The Luzerne County Court of
Common Pleas issued a Private Detective License and shortly thereafter, Got-Cha Surveillance was formed to
better define the mission of Pennsylvania Adjusters Inc.
During late 2002, Management made a business decision
to ad Lie Detection (truth verification) to the existing services
offered by the agency. Mr. Toole was familiar with the original
Voice Stress Analysis (VSA) system having had one as part of the
Del-Cap Detective Agency when he was the GM during the mid 70's.
Pennsylvania Adjusters Inc. now has several associates who have
earned the title of Certified Examiner in Voice Stress Analysis by a
Certified Instructor of the International Association of Voice
Stress Analysis.
